gone through remarkably few editions, and still enjoys a large following in the maritime community.
For a number of years, however, it has become increasingly obvious that if the Handbook is to continue, it must go into the shipyard for an extensive overhaul and modernization. This has happened.
The maritime industry may be conservative, and there may be a temptation to regret the passing of the simpler days of slower speeds, less hurried turnarounds, and less complex equipment. But the economics of the present and future do not permit. The sophisticated and versatile equipment available today has transformed the industry afloat and ashore so that far more demands are made on the knowledge and skill of the licensed officer today than were required of his father or grandfather.
It was once said that the main sheet drives the vessel to windward. But the main sheet was trimmed by orders from the captain or the mates. Sail is gone, but the licensed officers remain as the most important part of any vessel. They must be good seamen, technically competent in many fields, highly qualified, and dedicated.
This is an entirely new edition of an old text. little remains of the previous except its original intent “… for use for reference purposes on board ship, as well as to meet current requirements for the deck officer’s license.” To that end the editor has sought the assistance of contributors with wide experience in their subject areas. The scope of this book is beyond the competence of any one individual. The problem which has faced the editor is that of limiting the material furnished on any particular subject, and deciding which subjects must be excluded. The knowledge required by today’s licensed officer simply cannot be contained in one volume. So this Handbook can only be a place to start, a place to refresh yourself on a point which you may have forgotten. If a greater depth of
knowledge is required, go to your own or to the ship’s or company’s professional library, the CFRs, or the bibliography which you will find at the end of this volume.
