In place of the questions, NMC provides an outline of merchant mariner examination topics as well as sample examinations. Years ago the questions were not published. Then, in response to FOIA requests, the questions were released. A few years later the questions were once again sealed. Not long after, the questions were published. The Coast Guard Authorization Act of 2015 (46 USC 7510(a)) no longer requires that all the questions be made available to the public. Effective 9/1/2016, they were once again sealed. A mariner seeking an original national endorsement or raise of grade based on training or service started on or after March 24, 2014, will be examined under the requirements of the final rule published by the Coast Guard on December 24, 2013, (78 FR 77796). Those examinations are set forth in the “New Examination” Guide. A mariner seeking an original national endorsement or raise of grade based on training or service started before March 24, 2014, will be examined under the regulations and policy in effect before that date unless they have specifically requested to examine for their endorsement under the final rule published by the Coast Guard on December 24, 2013, (78 FR 77796). Mariners examining under the previous regulations and policy will be guided by the Guide for Administration of Merchant Marine Examinations (Deck & Engineering Guide) dated June 2011 (MCP-MA-NMC2-03(08), the “Old Exams.” In some cases, the content of the “New Exams” is similar to that in the “Old Exams.” But for many credentials the differences are significant.
